Residential Permits, Procedures, & Documents

New House or Addition

• Building Permit Application (for building / structural portion only)
• Separate plumbing, electrical, mechanical, and sprinkler permits required
• Sprinklers are required for all new houses and for additions if house is sprinklered
• Three sets of plans / drawings (engineer / architect seal required for new SFD or above first story addition)
• Include complete plot plan showing distance from addition to property lines, all easements, flood plains, any other legal information (Plot Plan Information)
• Use and Occupancy Permit Application with both owner and applicant signatures
• Stormwater (Class A) Permit and Impervious Surface Breakdown form if creating new impervious space (building on grass / dirt) – requires a separate check
• Trash Dumpster Permit if placing a Dumpster on the Roadway (to be submitted to UM Twp. Police Dept. for review)
• New House requires Stormwater Class B Permit

Fence around a pool
OR Fence > 6 ft. high

• Building Permit Application and Fence Addendum with drawing of location of fence on site plan of property (No Permit needed for Fences < 6 ft. high without pool)
• Fence Regulations
  • Fences can be placed up to or on the property line. Homeowners are responsible for the accurate location of the property line.
  • Fences cannot be placed in any “right of way” or easement.
  • Fences cannot create a sight obstruction to any neighboring driveways or any corner.

Shed or Detached Garage

• Building Permit Application
• Shed Addendum with plot plan of property showing location of shed and distance from property lines
• Impervious Surface Breakdown Form

• Stormwater (Class A) Permit  – requires a separate check

Deck

• Building Permit Application
• Three copies of the list of materials used or detailed deck construction drawings
• Plot plan showing all new and existing structures and distances from property  lines. (sample plot plan)

Driveway (new or expansion of existing)

• Stormwater (Class A) Permit and Impervious Surface Breakdown – (unless an exact replacement).  Stormwater Permit requires separate check

• Road Opening Permit (if doing work in the Right of Way/driveway apron)
• Plot plan showing all new and existing structures and impervious coverages. (sample plot plan)
• No permit required for resurfacing existing driveway (same size, same location)

**Residential Use & Occupancy**
NO USE & OCCUPANCY PERMIT IS REQUIRED FOR CHANGE OF OWNERSHIP OF SINGLE FAMILY DWELLINGS in Upper Merion Township, provided the use of the dwelling remains the same.

Patio

• Building Permit Application with plot plan showing property line setbacks (sample plot plan)
• Stormwater (Class A) Permit and Impervious Surface Breakdown – (unless an exact replacement) Stormwater Permit requires separate check

Pool

• Pool Permit Application and Use and Occupancy Permit Application and Impervious Surface Breakdown Form
• Three sets of drawings and Plot Plan showing setbacks (required setbacks are the same as noted below), all existing structures. (Plot Plan Information)
• Inground pools require a Stormwater Class B Permit – Stormwater Permit and Escrow fees require separate checks.
• Above ground pools require a  Stormwater Class A Permit– Stormwater Permit and Escrow fees require separate checks.

Roof

• Building Permit Application with Roof Addendum
• Trash Dumpster Permit if placing a dumpster on street. Submit permit to Police Dept. (no fee)

Mechanical (HVAC)

• Mechanical Permit Application
• Specifications sheet required for new system installations

Plumbing

• Plumbing Permit Application (all highlighted sections need to be filled out)
• Drawing if installing new water or drain lines
• Plumber required for installation if installing new water or drain lines

Electric

• Building Permit application (check off Electric)
• Schematic drawing (2 copies)
• For Generator Installation: include Site Plan with location of generator, note setbacks from property lines and house and location of gas line.
• Spec sheet of generator (for electric permit job cost; DO NOT include cost of generator)
• Mechanical Permit Application for gas line installation

Tank

• Building Permit Application (Note TANK next to “Other”)

Demolition Permit for Demolition of House or Building

• Demolition Permit Application

• **EXISTING SANITARY SEWER LATERAL MUST BE LOCATED AND CAPPED WITHIN 5 FT. of property line by Owner/Contractor and INSPECTED by Township Sewer Inspector prior to demolition: 610-275-1534
